Rosario Alexander Villarreal
Policy Associate
Rosario Alexander Villarreal (she/her/ella) is a policy analyst based in Houston, Texas. Rosario has worked toward social justice with an intersectional lens to include marginalized communities of color throughout her career, including at the National Latina Institute for Reproductive Justice, Momentum Alliance, Next100, and TNTP. She is also a former bilingual educator, teaching in public and charter school settings in the Rio Grande Valley, Houston, and NYC. The Obama administration recognized her as a Champion of Change for her work with immigrant and emerging bilingual students.
Rosario has written numerous articles centering and celebrating the lived experience of communities directly impacted while advocating for policy solutions to those challenges. She believes that the voices of those directly impacted are critical to effective policy solutions and recognizes that systemic barriers often interrupt people’s opportunities for meaningful engagement in policy-making processes. At Fenceline Watch, she will continue to work in that vein, seeking to elevate the experiences and ideas of community members living along the fenceline of the petrochemical industry in the Houston Ship Channel to address the undue burden and health disparities of toxic pollution.
