Monday marks the beginning of CeraWeek 2025 here in Houston. It is the world’s largest oil, gas, petrochemical conference. The CEO’s of most major fossil fuel companies will be in attendance, as well as the head of EPA Lee Zeldin, along with several other administration officials. The public has been shut out of the conference. The projects they will be talking about behind closed doors are targeted in our neighborhoods, emitting in our communities.

From the disastrous 2019 chemical fire in Deer Park to ordinary pollution from industrial plants, exposure to hazardous chemicals is a common reality for people living near the Houston Ship Channel.
Air-quality data from the state in some communities, like Cloverleaf and Channelview, are often inadequate and difficult to access. Information on how to avoid exposure during a chemical emergency and the potential public health consequences of these incidents doesn’t always reach affected communities.

TCEQ Air Monitor Network Plan 2021
As required by 40 Code of Federal Regulations (CFR) §58.10, the Texas Commission on Environmental Quality (TCEQ) posted the 2019 Annual Monitoring Network Plan (AMNP) for public inspection for 30 days prior to submittal to the United States (U.S.) Environmental Protection Agency (EPA). In fulfillment of 40 CFR §58.10, the TCEQ provided a detailed analysis of Appendix D network design requirements and how the network meets these requirements.
As outlined under 40 CFR §58.10, submittal of the AMNP is required to demonstrate the TCEQ compliance with federal air monitoring requirements under 40 CFR Part 58, and is limited to federally-funded monitors. The TCEQ also operates state-funded monitors and often locates these monitors to address local public health and welfare concerns; however, these monitors are outside the scope of the AMNP. Information and data from both federal and state-funded monitors are available to the public from the TCEQ Texas Air Monitoring Information System (TAMIS) database.

EPA: National Environmental Justice Community Engagement Call
The purpose of these calls is to inform communities about EPA's environmental justice work and enhance opportunities to maintain an open dialogue with environmental justice advocates. The calls first began in 2010 and were an invaluable tool for EPA to learn about environmental justice needs in communities around the country. As environmental justice continues to be integrated into EPA programs and policies, the Agency hopes that relaunching these calls will help reaffirm EPA’s continued commitment to work with community groups and the public to strengthen local environmental and human health outcomes.
Federal Energy Regulatory Commission - Notice of Virtual Spanish Listening Session
The Federal Energy Regulatory Commission (Commission) staff will convene, in the above-referenced proceeding, a virtual Spanish listening session on Tuesday, May 4, 2021, from 3:00 p.m. to 4:30 p.m. Eastern time, to solicit public input on public participation and engagement, language justice, and issues facing environmental justice communities by Commission proceedings in order for the Commission to establish and operate the Office of Public Participation (OPP). The listening session will be open to the public and audio-only. Call-in information, including preregistration, can be found on the OPP website. The listening session will have the consecutive Spanish translation, the operator will be bilingual, and an audio recording and transcript will be posted on the OPP website after the event.
