Re.Contested Case Hearing Request and Public Comments on the TCEQ NSR PERMIT RENEWAL / AMENDMENT APPLICATION Air Quality Permit No. 19282, Eco Services Operations Corp. in Harris County, Texas
In 2025, Eco Services, a sulfuric acid manufacturing plant located in Houston’s East End at 8615 Manchester Street, submitted an Air Permit renewal request to the Texas Commission on Environmental Quality. The initial permit requested an increase in its emissions, after the facility recorded significant Clean Air Act violations for at least two consecutive years. In the summer of 2026, Eco Services amended it’s Air Permit to decrease the emissions it initally requested . It sits within a half-mile of three historic neighborhoods: Smith Addition, Manchester, & Harrisburg.
