Eco Services
ECO SERVICES is a sulfuric acid plant in Houston’s East End that has polluted surrounding communities for years and is now seeking an air permit renewal from the Texas Commission on Environmental Quality (TCEQ).
This facility at 8615 Manchester Street is endangering the community by:
1) Continually operating outside of required safety limits and allowing its facility to be in physical disrepair, putting community and workers at risk.
2) Containing enough toxic chemicals onsite that, if released, could cause immediate danger to the entire Houston area.
3) Regularly violating federal laws by illegally emitting harmful chemicals into the air above our neighborhoods and into the bayous where we fish and live.
Fenceline Watch is standing alongside affected communities to tell TCEQ that Eco Services should not have the right to continue operating as they do.

The Texas Commission on Environmental Quality announced that the Public Comment period for Eco Services is now open (Permit number 19282). Public comments are an opportunity for community members to voice their concerns.
If foul odors likely coming from Eco Services have caused you to experience headaches, dizziness, or any other health effects, or if you have been unable to enjoy the outdoor areas at or near your home, it is your right to be heard.
Comments can be submitted in any language, in person at the above meeting or electronically using TCEQ Permit Number 19282.

ECO Services Toxic Risks
The Houston Eco Services plant uses more than 125 regulated chemicals derived from fossil fuels to produce sulfuric acid, which is then shipped to other production facilities. This facility is also regulated by the U.S. Environmental Protection Agency under the Risk Management Program because it handles extremely hazardous and volatile chemicals.
SULFURIC ACID is a colorless, oily liquid
Long-term exposure to low concentrations or short-term exposure to high concentrations can result in adverse health effects from inhalation, such as respiratory issues, asthma, and other adverse health effects. Sulfuric acid is corrosive to the skin, eyes, and mucous membranes.
ECO Services Worker & Community Risks
WORKER IMPACT
In April 2024, KPRC 2 reported on a 70-worker strike at Eco Services over unsafe working conditions. Many machinery and employee areas were in disrepair.
