TCEQ Alternative Language Public Participation Stakeholder Meeting

UPDATE: TCEQ will be accepting written comment on the Alternative Language Public Participation Package until December 21, 2021. Please email all comments to: TitleVI@tceq.texas.gov or mail care of: Amy Browning, TCEQ Environmental Law Division, MC-173, P.O. Box 13087, Austin, Texas 78711.

TCEQ will be holding a virtual stakeholder meeting discussing implementation of the Alternative Language Public Participation package that was adopted this past September.

TCEQ seeks input on how these rules are implemented; they will be holding a stakeholder meeting on November 16th, 2021, at 2 pm (Central)/3 pm (Eastern). To assure increased access through the removal of historical language and access barriers in Texas we are suggesting the following guidelines for implementation:

  • Include chemical information and health impact of short and long-term exposure of proposed permits in the plain-language summary.

  • Use accurate, consistent, professional, qualified translation and interpretation services, not inconsistent app/online translators or individuals or volunteers. You are a state agency with obligations to all communities.

  • Translate TCEQ’s website, including pages for TCEQ public participation (public hearings and proposed rules, contested case hearings, complaints, and enforcement pages), office of the Chief Clerk, calendar of public meetings and hearings on permitting cases, and the Executive Director’s agenda

This virtual meeting is vital to assure that rights provided by Title VI are meaningful and give our communities opportunities to participate in decisions that affect our health, safety, and future. These rules are essential in allowing our fenceline communities impacted by continued petrochemical and plastics production to participate in the public input process and help slow and stop further buildout.
